Thomas DiBello
Commissioner
In 2023, Tom DiBello was elected to the Montgomery County Board of Commissioners. He was sworn in as Commissioner on January 2, 2024.
Professionally, Mr. DiBello has over twenty-five years of progressive experience in designing and implementing large global technical software solutions in both the tax and defense industries. Mr. DiBello was also a small business owner, employing over 25 people.
He has worked with delegates from around the world via the Organization for Economic Cooperation and Development (OECD) and presented at national and international conferences, including the National Governor’s Association, National Conference of State Legislatures, and the Federation of Tax Administrators.
In 2009, Mr. DiBello was elected to the Spring-Ford School Board and served as president for five terms. In that role, over $15 million annually in deficit spending was eliminated, along with a debt reduction of over $200 million and a reduction of the annual average tax increase to under 2%.
During Mr. DiBello’s tenure as school board president, Spring-Ford won its first National Blue Ribbon in school history. Mr. DiBello also led the effort to create one of the top school police departments statewide.
As an active member of his community, Mr. DiBello has served on various boards and community organizations over the last two decades. He served as chairperson of the Limerick Township Board of Supervisors from 2002 to 2004; president of the Limerick Township’s Economic Development Committee from 2005 to 2010; Limerick Township Auditor from 2006 to 2014; and president, vice president, and treasurer on the Montgomery County Intermediate Unit (MCIU) between 2010 and 2021. In 2007, he received the Economic Development Award from the Tri-County Chamber of Commerce.
An avid supporter of youth sports, Mr. DiBello has coached youth baseball and basketball. He was a founding member and president of Spring-Ford Youth Football and Cheerleading, founding member of the Inter County Football League (ICFL), and board member of Spring City American Legion Baseball.
Mr. DiBello holds a master’s degree in information science from Pennsylvania State University and a bachelor’s degree in computer science from East Stroudsburg University.
Mr. DiBello has been married to his wife Diana since 1997; they have two children and reside in Limerick Township.

Daniel K. Kerr
Limerick Township Manager
Dan has served as Limerick Township Manager since January of 2006.
Previous to Limerick, Dan was the Manager of West Rockhill Township in Bucks County. He began his career in public service in 1994 at Towamencin Township in Montgomery County, where over 10 years he held various positions within their code, zoning, and planning departments.
During his tenure with Limerick, Dan has worked with the Board of Supervisors to establish a Business Plan that has consistently held Township Real Estate Taxes to the lower-half of all 62 municipalities within Montgomery County, while still providing the vital services required of the community. This Business Planning model has also enabled the Township to properly manage the ongoing development and growth that has come forth from the residential, commercial, industrial, and retail market sectors.
Under Dan’s leadership, the Township has been awarded approximately $15 million in grant funding for improvements and expansion of the parks, open space, and trail systems.
Timothy J. Tieperman
Upper Providence Township Manager
Tim has served as Upper Providence Township Manager since 2015.
Tim has been in the municipal management profession for over 35 years, serving various municipalities in three states.
Tim is a Kansas native, having moved to Pennsylvania to attend graduate school at the University of Pittsburgh, where he received his MPA in 1989. Tim am an avid cyclist and trail advocate.
Stephen Forster
Director of Commerce, Montgomery County
Stephen Forster is the new Director of Commerce. Mr. Forster spent over two decades in commercial real estate development, sourcing and placing both debt and equity domestically and internationally for projects throughout the United States in a diverse range of product types. Mr. Forster spent several years raising capital throughout China and Vietnam, establishing two China-based sales offices and hiring and training China-based staff members.
Mr. Forster previously spent 10 years as Senior Vice President of Public Finance and Government Relations with a MontCo-based privately held brownfields redeveloper and was responsible for regional land development initiatives, obtaining entitlements, and financing all phases of the project pipeline. Mr. Forster also managed all aspects of the company’s economic development and EB-5 initiatives and coordinated government relations. Mr. Forster holds a J.D. from Golden Gate University School of Law in San Francisco, California, a B.A. in Political Science from California State University—Long Beach and is an attorney, admitted to the California State Bar in 1994.
